Violent Youth in Adult Court: The Decertification of Transferred Offenders

Jordan examines juvenile decertification and assesses the overall effectiveness of Pennsylvania's legislative waiver statute. He considers: the factors that impact on the decertification decision; decertified and non-decertified (i.e., still in adult court) youth in terms of court outcomes, and recidivism in the two groups. Generally speaking, the more serious offenders were retained in adult court. However, there appears to be no difference in punishment certainty and recidivism between decertified and non-decertified offenders, although youth in the adult system typically receive longer confinement time and case processing time. The statute is not achieving its goals.

       
  Kareem L. Jordan is an Assistant Professor at the University of North Florida. He received his Ph.D. from Indiana University of Pennsylvania in 2005. His recent publications have appeared in Criminal Justice Studies. His research and teaching interests include juvenile delinquency, criminological theory, delinquency prevention, and quantitative methods and statistics.
